1:Felini territory
Three designations prevail for Felini territory: Prohibited (section 1.1), Restricted (section 1.2) and Open (section 1.3). In the case of systems
classed as Restricted or Open, specific parts of such systems may be at a higher designation.


Warships and military ground parties are treated separately. See section 1.4 for definition and limits of access

1.1 Prohibited territory (non warships)
No ship of any Affiliation, race or nation other than FEL may enter prohibited territory without explicit permission to do so for each occasion, which may only be obtained from the Tyrant or one of his avatars. It will be necessary to submit a valid (to the Felini) justification. Set flight plans may be given, deviation from a given flight plan or unauthorised entry will result in the seizure or destruction of the ship without recompense.

1.2 Restricted territory (non warships)
Access to restricted territory is by license only, however the limitations are less severe. Licenses may be granted to an affilation, part of an
affiliation or a single position. Free access to the part (or all) of restricted territory listed in the license is granted for the duration of the license. Licenses may be revoked at any time by the Tyrant or an Avatar without warning or reason.

1.2.1 Revokation of license
Licenses, or specific parts of licenses may be revoked at any time by the Tyrant or an Avatar without warning or reason, although warning and/or reason may be given if desired by the Tyrant or Avatar. In the case where a previously-licensed ship or ground party is in restricted territory at the time of the revokation, it must leave within one week, by jump, wormhole or stargate without performing any other external action of any kind while remaining in restricted territory. If this is impossible, the commander of the ship or groundparty must immediately ask for instructions, and not perform any action while awaiting a reply.

1.3 Open territory (non warships)
Access is freely available to all ships and ground parties who do not come under the definition of section 1.4.1 below, subject to adherence to FEL law for the duration of their presence in FEL territory.

1.3.1 Current Open Territory

The Hiport of all FEL colonies that are not within prohibited or restricted territory, and have a current public market.

1.4 Warships and Military Ground Parties

1.4.1 Definition
A warship is defined for the purposes of these laws as any ship in which armaments take up more than 25% of its total hull capacity. A military groundparty is defined as any ground party with the sum of ALL combat factors being more than 1000.

1.4.2 Warship and Military Ground Party access to Felini territory
No warship or military ground party has permission to enter Felini territory of any classification, without a license being granted. This license may be in the form of a subsection of a more general license (ref. section 1.2), or be issued separately Any specific clause may be added, including (but not limited to) specific flight/movement plans and specified minimum prior notification of intent to enter or move within Felini territory. In either case the part of the license relating to such positions is subject to amendment, restriction or revokation at the discretion of the Tyrant or an Avatar.

1.5 Reclassification of territory
Any Felini territory may be reclassified at any time, at the whim of the Tyrant or an Avatar. In the case where a position loses access rights due to reclassification, the procedure outlined within section 1.2.1 must be followed

2. Exploration.
Exploration of any area of FEL space for which access has been granted is attainable with a permit, issued by the FEL Council. However, conditions may apply dependant on the nature and scope of requested exploration. A detailed and complete copy of all exploration data must be submitted to the FEL Council in all instances. Failure to do so may result in further exploration being denied to others from the same Affiliation or Nation.

3. Exploitation.
Permission to exploit any resource must be obtained from the FEL Council. It is unlikely that permission will not be given, except in the cases of a few rare ores. For these, either permission will be refused or an agreed percentage (not less than 20%) will be levied for a license fee. These resources are: Collidium, Dryzillium, Fibrillium, Gravitron, Jacium, Hermadite and Zionite.

These resources are subject to addition or alteration at any time.

4. Colonisation.
New colonisation by other races, Nations or affiliations is prohibited in FEL space without the explicit permission of the Tyrant. Where a colony has not been sanctioned, it is subject to possible seizure or destruction, without recompense. Sanctioned colonies may be liable to a tax, set at a reasonable level by the governor of the colony holding the system claim. Failure to pay will result in action against the colony involved.

5. Slavery.
The enslavement of sentient life-forms will not be tolerated within Felini territory. A fine will be enforced, of not less than 100 stellars per life-form enslaved. Failure to subsequently free the enslaved lifeforms will result in the seizure of the position, where they will be freed by the Felini.

6. Seized Assets.
Those ships and lifeforms discovered to be in violation of FEL law and seized may be repatriated if such a request is granted by the Tyrant, with the payment of a fine to be set by the Tyrant. This fine will not be less than 1000 stellars per Hull and 1000 stellars per life form.

7. Illegal Substances.
The FEL Council reserves the right to ban any substance or item from FEL territory without notice. Offending substances are liable to seizure and a fine being applied

8. IND.
Independent positions may enter FEL space subject to the laws stated in this document.The Felini actively encourage Independents to establish trade routes at this time.

However, please be aware any IND position discovered to have committed any act of espionage, piracy or harm against any position within FEL territory will be posted, hunted down and destroyed.

9. Defence and grievances.

9.1 General Principles
Felini territory is patrolled and defended solely by Felini Ships. No third party intervention will be tolerated. Any positions with a grievance against any other should contact the Tyrant or an Avatar.

9.2 Hostile Acts
Any position performing any hostile act upon another, for whatever reason, within Felini territory will be subject to Felini justice.

9.2.1 Note on Espionage
Please note: Amongst Felini; espionage is considered a precursor to an aggressive act, it is strongly advised that espionage be left outside Felini Space. Felini colonies are empowered to defend their security.

10 Trade

10.1 General Trade

Trade is always permitted at Hiports for which a position has legal access within these laws, and for which an open market exists

10.2 Specific Trade

Pre-arranged deals with colony governors require only that the position making the trade has the proper access rights to be there

10.3 Trade with enemies of the Felini
Trade with enemies of the Felini nation while in Felini space is strictly prohibited, as is aiding any enemies of the Felini by providing goods, maintenance or repair. Such trade will be treated as a hostile act by the Felini, and dealt with accordingly.


10.3.1 Current affiliations considered to be Enemies of the Felini (subject to revision at any time)

11. Right to Appeal.
Any who feel aggrieved by the decision of an Avatar have the right to appeal to the Tyrant. The Tyrant's decision on such an appeal is final, and may take any form, from overturning the decision to increasing the penalty applied.

12. Interpretation.
These laws are subject to revision at any time. Ignorance is not a valid argument within the FEL judicial system. Equally, the final interpretation of these laws rests with the Tyrant, and will not then be open to argument. A member of the FEL Council can make clarification of any point. Please note that these laws are subject to revision at the whim of the Tyrant
